Curtis was born in McAlester, OK. He attended Oklahoma State University and received a Bachelor's degree in Political Science in 1969 and his masters degree in Public Administration in 1970. He went into the Air Force and worked in the Intelligence Dept. as a navigator where he retired as a captain. He belonged to the American Society for Health Care & Risk Management. He received his PhD – Dr. of Philosophy and Public Administration in 2010 from Tennessee State University. He was an assistant professor at Texas Tech University Health Science Center. He is preceded in death by his parents, Curtis & Elaine Nolen & nephew Casey Nolen. Curtis is survived by his daughter, Amy & Jason Canning; a son, Christopher; two grandchildren, Emma & Jay; one sister, Barbara Younge; four brothers, Pat and Joyce, Mike and Cecilia, Sam and Virginia, and J.P. and Connie; many nieces and nephews. He loved his two dogs Kelly & Rachel.
