Thomas (Tom) Peter Mulligan, 72 of Edmond, Oklahoma passed away Friday, November 12, 2021, surrounded by his family. He was born in Jersey City, New Jersey and spent his childhood in Kearny, New Jersey. He graduated from Fairleigh Dickinson University with a BA degree in 1972. Tom began his career in the insurance industry at USF&G shortly after graduating college. He retired as Vice President at C.L. Frates. He was head of FI Digital Transaction Department and Insurance Underwriter at Frates Insurance and Risk Management. Many of his colleagues referred to him as an "insurance genius". Tom lived his life as a devout Catholic. He was a member of Knights of Columbus and attained the Fourth Degree. Tom has been an active member of Epiphany of The Lord Catholic Church for the last 34 years. Tom was a longtime Lion belonging to the Northwest Oklahoma City Lions Club. He served as President, Zone Chairman, Cabinet Secretary and 2nd Vice Governor. He has also served on the Board as Treasurer for the Oklahoma Lions Eye Bank for the past 6 years. He was instrumental in guiding the Eye Bank with investments and during the COVID-19 pandemic. Tom is survived by his wife of 49 years, Jean Mulligan (Ellwood); his two children, Thomas (Tommy) Mulligan and Margaret (Maggie) Springer, her husband Josh Springer; and his two grandsons, Mark Thomas and Luke Alexander Springer. He leaves behind three sisters, Maggie Katz, Barbara Patrick, and Trisha Curran. Tom is predeceased by his parents, Daniel Francis Mulligan and Margaret Mary Mulligan (McKeon), as well as his brother Danny.A prayer service will be held Sunday, November 21 at 4p at Smith and Kernke N. May.
